LOONA Japan Tour Postponed

It has been announced that LOONA's previously planned and promoted "LOONATHEWORLD in TOKYO" live concert, has been "postponed", due to being unable to "obtain the necessary VISA to visit Japan". This news comes 4 days before the concert date of "October 1st", and one wonders how the organisers would have gone ahead to promote and even release ticket sales, without securing said VISA?

"We will announce you the replacement schedule of the live performance separately. Ticket issuance date will also be postponed due to the tour postponement. Kindly wait for a while as we will inform you the details as soon as they are finalized. Details regarding ABEMA PPV ONLINE LIVE will also be announced separately." (universal-music.co.jp).
